Coastal home insurance accord blows through House

A House-Senate deal on rejiggering the Texas Windstorm Insurance Association, the insurer of last resort for coastal homeowners, just won the House's blessing. Gov. Rick Perry signaled last week that he would call them back before the start of hurricane season if a TWIA bill didn't pass. The conference committee's report passed, 147-0. Speaker Joe Straus called it an essential piece of legislation. He noted that hurricane season starts tomorrow (photo/NYT). It's good for the inland folks
